Absolutely. I have used Emacs for writing Perl code for close to 17 years now. For simple editing at work (on Windows - not my fault), I tend to use jEdit, which is very similar to Emacs, but less heavyweight and sluggish. For Perl, I am not sure there is a decent modern IDE.
