I think it could work without the admission requirement -- just let people self-admit. That way you'll get mostly people who are really interested and/or capable in one or more advanced areas of Perl without the impossible job and time sink of trying to decide what constitutes "advanced" for everyone. Yeah, there'll be a few undesirables, hangers-on and deadweights, but that's a small price to pay for the overall simplification and possible benefit. You never know, that person that no one thought should be admitted may turn out to be one of the most valuable of all. Not uncommon in situations where humans have to "judge" their peers.
