Someone should Compile a list of LE contact information for the various 
countries
spammers and botnet operators have been known to operate from.

I wish I had time to do this.  It's a daunting challange to dig up this 
information,
and ofter requires good solid knowledgeable contacts within the country in
question.  Some already have web sites people can use to report criminal
activity.
