No, you need to copy the link's address to the clipboard and paste it
into the web browser manually. There is no other way.

Subject: [Braillenote] clicking on links from e-mails

Hello,
I was just wondering if it was possible to click on a link
within an e-mail.
I tried it, but it did not work. Is there a special combination of
keystrokes that I need to press?
Thanks,
Janel
