To add to what David said, yes it is a bug in Keysoft.  Here's the thing, all 
the folders inside the teomporary internet files folder contain a .dat file, 
and since these file are protected, the BN doesn't want to erase them.  All 
your other temporary internet files do, in fact, go away.  But here's an 
important thing to remember: when you do a 4-5-6 reset, everything on the 
Keysoft system disk gets set back to factory defaults, and things like 
temporary files get erased.  This is why it's a bad idea to store books or 
other documents on the Keysoft system disk.  So, if you want to erase temporary 
internet files, the fastest and least annoying way to do it is to do a 4-5-6 
reset.
