Actually, I have always heard just the opposite.  I have been advised to
never plug a power adapter into a device until it has already been
plugged into an outlet.
Who knows?

I would guess that when anyone takes their equipment to work or school
that
it's never unplugged from a wall socket first.  Most people have things
plugged in, and if any one has an office like mine, you'd have to crawl
under the desk to plug and unplug.  I will say that equipment should be
shut
off before plugging and unplugging.
