Since this card reader is for the purpose of transfering files from your computer to your BrailleNote I hope this message isn't considered off toppic. :-)
I noticed you are trying to install the card reader on a computer running Windows98. Unfortunately I have found that to be difficult way too much of the time. It seems like hardware manufacturers are now distributing drivers that they "think" will work in Windows98, but obviously they aren't testing them thoroughly as they would for newer operating systems. I've had trouble with a bunch of devices not just card readers and there is no other good explanation. My friend has Windows 98 and her card reader works some of the time, but is a real pain. I would suggest going to the control pannel and choosing add new hardware. Let the computer check the Windows update site for a driver for your device. The drivers from Microsoft seem to usually work better than the strange stuff the manufacturers distribute. If a driver is not found, then you will have to install the drivers from the manufacturer. Again I would first try doing this from the add hardware wizard, but this time choose "have disk" and browse to the location of the drivers provided by the manufacturer. Third, if that doesn't work, then use the ReadMe file from the manufacturer and try installing the drivers with the method they suggest. I know my advice sounds backwards, but 90 percent of the time I think it works better and provides you with more feedback as to whether anything is being found and installed. The bonus, if one of the first methods works, is that you have less weird interfering software that could cause extra problems later. Of course some of the time the weird interfering software is necessary. :-) As usual when installing software, disable your virus program and see if the installation works. Somtimes it just takes a few installation attempts and it will work. If the card reader appears in the device manager and the properties for it indicate "This device is working properly," but it does not show up in your drive list in windows explorer there might be a setting in your registry that hides all drives past a certain letter. You can usually access a hidden drive by going to the start menu, Run, and typing a drive letter followed by a coalen, then pressing enter. If you get an error saying the drive does not exist, then the drive isn't hidden, but it simply does not exist, and who knows what the problem might be. If you do find the drive then let me know and I will dig up the directions for unhiding drives. Unfortunately there can be settings in the computer's BIOS that can interfere with installing USB drives, but that is not too common and I couldn't help you if that was the problem since accessing BIOS settings is strickly limited to sighted people, so I haven't done such a good job of remembering things in there. You usually can't easily get tech support from the manufacturer of devices, but if you find some contact information I would certainly call or write to them and say that you are having trouble installing your device in Windows 98 and asking them if they have really tested the driver and what problems could be expected.
