I think that groups such as lions clubs or other service organizations may
also give loans for equipment. and I think the two blindness organizations
in the US may do so as well.  Plus various agencies around the country.  In
Washington state, we have an organization called the 

Washington assistive technology fund

That's what they do, provide loans for people with disabilities to get
equipment.
