Hello Estin:

As with ALL electronics, the FAA requires that they be turned off from the
time the door is shut to when the aircraft attains over approximately 10,000
feet and transitions to regional center jurisdiction and again from the time
that the aircraft enters the approach area of the destination airport
through the time the door is opened. This is supposedly due to the fact that
*some* electronics *may* interfere with aircraft systems.

This is  a policy area that is slowly giving way. As an example, you can
look at American Airlines recent rule changes to allow use of cell phones
while still taxiing to the gate.

When you compare it to the average length of a flight, the electronic
prohibited time is not that long (Usually about 7 to 10 minutes after
takeoff and about 15 minutes prior to landing). Usually, the crew will make
an announcement when electronics like our MPowers are available for our use
and when they need to be stowed. My best recommendation to you is to have
the MPower really handy so when it is allowed, you won't have to go through
all sorts of gyrations to get to it.
