You can open html files using keyweb.

I'm not totally sure about all this.  I did go to the World Library,
and their stuff is either in PDF or in html.  However, they're teaming
up with Gutenberg, and all their stuff is txt.  So, I don't know what
books they will have on offer.  But they say thousands and thousands
of books.  You can get pdf files translated easily enough by sending a
document to the right place.  These pdf's aren't secured, so I haven't
the foggiest.  I merely report what info I have.  I suspect that you
will be able to access a good chunk of these books.
