This is correct.
But, it does seem to this writer that some bugs are large enough that
they would have been found, for example the joystick issue with the PK.

It's true.  I was a programmer for Big Blue for fifteen years myself,
and 
I'm quite familiar with this. The programmer's corrollary to Murphy's
law 
states that there's always another bug.
