Dear Eugene:

While CAP can be short for Capital or capitalize, capitalized
etc., it can also be a hat you wear with a uniform, e.g. a
Policeman's cap, short for Captain or a person's name.

However in the context Terry powers used it, the word appears to
be a funding source for technical aids for the blind.

Unfortunately some words can mean many different things,
depending upon how and where they are used.

E.g.

DSS can mean Disabled Student Services, however to me it means
the Department of Supply and Services of the Government of
Canada, now renamed PWGSC for Public Works and Government
Services Canada.
