It's not a bug.
I use ks 7.2 build 47 and I get the same problem at least every few weeks.
Sometimes it will let me send and receive and other times it will let me receive but not
send and vice versa.
I'm using earthlink!
I'll write back with my port numbers!

Have you tried a simple reset? It would also help to know how
you
connect to the web (wireless, ethernet card, activeSync, or
dialup).
