Yes that noise means you haven't made the connection. Sometimes if you press C straight away it may then connect.

I followed your directions exactly and the BN says "Connecting to
ActiveSync via serial.  Utilities Menu." but the ActiveSync on
the computer goes to the window that says "Your Device was not
detected" and COM 1 available.  Also, the BN makes a short
screechy sound about 15 seconds after that.

Tell your student to:
1.  When ActiveSync says, "Get Connected," connect the serial
cable between
the BN and the computer.
2.  On the BraileNote, go to Main Menu/Utilities.
3.  On tghe computer, click on connect button.  On the BN, press
C
to conect
to activeSync.
At this point, ActiveSync should play rising tones.

I need help getting ActiveSync to work with my student's
Classic BN.  Right
now we have no way of getting files into it since the Disk
Drive with the
PassportCard (from Humanware) stopped working, and the Classic
doesn't
have
USB ports.  Every time I have tried to use ActiveSync (both the
older
version
that came on the CD with the BN and the newest version), it
never detects
the BN even though the serial COM 1 is available.
