Would some of these problems go away if HW used a more recent version of 
Windows CE?

Actually Humanware and Microsoft need to do something about the word
support issues.  Admittedly, I don't try importing really complex word
documents, but I haven't experienced the problems others have.
Although, we'll see if that changes for I'm starting to write my book
and will be doing a lot of it on the Braille Note and transferring it to
word.  That will be exporting, not importing though.

For exporting, my suggestion would be to export to a Rich Text Format
(RTF) document and then pull that up in word and re-save it as a word
file.  While this doesn't mean you can use a lot of complex formatting
such as tables, it may help.

Good luck.  Yes this is frustrating, but as I will reiterate to you it's
not only Humanware, but also Microsoft that need to do something about
this one.
