Hi Blake,
Each blank line will be the result of two new lines together -
(as I'm sure you realised).
So you should be able to replace all occurances of two new lines
with one new line.
As Nicole implied though, sometimes you get format markers in
documents, and if one of them appears between the two new lines,
that won't be found in your replace.
You might still be left with the occasional new line format
marker new line, resulting in a blank line.
To get rid of format markers, you can export the document and
re-import it, but you tend to get extra signal new lines sprayed
all over the document.
You might try the two for one replace, and deal with any
offending format markers when you find them.
Not sure it's possible to look for a format marker, (they show up
as $fm I think).
