Further findings: I have experimented more with just when a particular configuration gets used with a given network. It seems pretty clear that what the Apex does is to check whether the SSID of a network is a substring of the SSID given in a particular configuration. If the network's SSID is a substring of the SSID for a connection configuration, then the Apex assumes the configuration is a correct one for that particular network.
A specific example: If I have a router called Linksys, then any configuration containing an SSID field of: "my Linksys", "myLinksys is cool", or "Linksys rocks" will look like a match to the Apex. However, if the SSID in a configuration is just "inksys", then that doesn't work. So the entire SSID of the router has to be a substring somewhere in the SSID for the configuration set up in the Apex. Clearly the above is not intended behavior because the Apex complains if you change the SSID in one configuration so that it matches the SSID in another. SSID's are intended to be unique for all the configurations in the Apex.
