This happens (from my thinking) due to use of Unicode on the email software itself.

Hi,
The best guess would be that he is using extended character set
for his messages.  Some messages does have that extended
character as part of a punctuation.

Hi all,  I don?? normally log in to web braille, but I tried it
for the first time on my Apex yesterday and couldn?? log in.  I
just tried again after reading stuff on Thursday?? digest and
still couldn?? do it trying to navigate with the thumb keys.
Next I tried it on an Mpower on which I had done it some months
ago thinking the KS software differences might let the mpower
work.  It did not.  I think the NLS may have to correct the
problem on its end.  I?? sure HW will love to hear that.
However, I think HW should also take a close look at this issue
