Yes - www.blogger.com will allow you to create your Blogger
account. Luckily, for Gmail users, you just need to activate
Blogger.
For a sample blog, check mine at joslee22590.blogspot.com.
Haven't updated it since last year, but plan to post some more
things later.

The best one I've seen would be Blogger - you just need your
Google username (and activation page) to get started with it.
There is a handy option under Blogger to send blog posts as an
email message.
