Hello Tyler, that's correct, you can't perform the same command on a non-Apex BrailleNote. (Incidentally, I use the word "format" a bit loosely since I don't really think anybody besides Humanware knows precisely what that command does, but we at least know what the results are.)
However, it's perfectly possible to erase every single file and folder on your mPower's flash disk, even system folders such as Keylist and Dictionaries. Of course, you would want to make sure that your data is backed up before doing this! You can do this from the "browse files" option in the file manager, formerly called "directory." Once the flash disk is empty, without even returning to the main menu, perform a reset and Keysoft will copy the missing folders back from its ROM image onto the flash disk thus making it possible to start from a clean slate if that is what you want to do.
