My theory is that it is because no braille table or preferences are
yet loaded. That is, the system is running from basic defaults, so
what you are seeing is what you would see in the boot loader in the
mPower or other older models, sort of like BIOS on a computer. At this
stage, the braille is output directly from keysoft, not translated
through any tables or anything.
