Hi Austin,
I just upgraded my Apex to 9.2.1 and it all worked fine. However, when I was downloading the file I noticed that the website said that if you have a version lower then 9.2.0, you need a license file. It will count toward your SMA. If you don't have a sma above 9.1, then it isn't going to work. I am not sure if that is your problem, but I thought I would give it a try.
