Hi.  i'm currently in a setting where i need to dial 9 to get an outside line 
but 9 doesn'tw work i keep getting busy signals and from what i understand i 
shouldn't have to use the area code and comas don't seem to help either.  any 
ideas? i wasn't looking forward to using all my cell minutes to be online in 
guide dog class.
