It's Federal Communications Commission. They are the Federal Regulatory Agency who regulate all forms of Radio Communications using the Public Airways, and they are also responsible for enforcing national and international laws pertaining to licensed and unlicensed Radio Traffic in the US. I can't believe the lack of basic education these days!
