The FCC is charged with much more than making rules about what can, annd cannot, be said over the airwaves of United States broadcasting entities. below you will find a link to the About Us page on the official web site of this United States of America governmental agency whose correct name is the Federal Communications Commission. As to the Center 21, that is a new one to me, and my current web searching has not turned up anything which sheds light on your question.
