In the August 2004 Ziegler magazine, there was an article that stated that 
each state has technology assisted program and it gave a phone number to 
call in each state.
It stated that the loans were low interest and that they were to be used 
to purchase assistive technology. It said you didn't need to be employed 
either. So it's just a matter of finding out whom to contact in your 
individual state.
