When I talked to him awhile ago, I was informed he is the supervisor. i
don't understand how that could be?

talk to more than him.  He's not the only one working.  Have you tried
talking to his supervisor? Instead of talking to the same person, which
hasn't helped, talk to his supervisor.  See if you can have a meeting even,
with the three of you.
