It does not seem "typical", but the inability to rotate the PF to 6 o'clock is not unheard of. there are several possible causes and each suggests a different fix. Your comment that it occurs with and without a basket is particularly surprising. A past cause has been that the rubber gasket in the group head is "not quite the right thickness". When this is the case, putting the PF in without a basket allows the handle to rotate closer to, and sometimes past, the 6 o'clock point. (Whether the PF has coffee in it is pretty much irrelevant if you are only putting 15 to 16 grams into the double basket ... you do know which one is the double and which is the single, right?)

First question: exactly which machine model are we discussing, when did you purchase it and from whom.

2. How far does the PF turn with the basket in and how far with no basket in (and the same amount of pressure on the handle for both). ... Did it ever turn correctly, or was it this way from the time that you opened the box?

3. Would you describe the feel when it stops ... is it a slow increase in pressure until you just can't turn it any further with reasonable effort, or is it an abrupt halt?

4. Do you have shop nearby that you could persuade to insert your PF in their machine and tell you if anything feels odd. (PF and grouphead specifications are a little different from manufacturer to manufacturer) so it might not turn exactly to the same position as it should in an Expobar machine; see if you can get the name and model of the machine you test the PF in.)

The problem probably is with the gasket. They are available in sizes that vary by a half a mm and between the loose manufacturing tolerances and the possible "put the latest parts inventory shipment into the wrong bucket" problem, you may just need to just change the gasket which your supplier will probably send you for free. (He is a victim of the factory too, so don't get too upset with him.)

There is a theoretical possibility that there is a flaw in the PF or the positioning or shape of the grouphead lugs, which means either a new PF or, if it is the group head, an exchange of the machine.
