If your brew pressure is truly 1.4 bar, you definitely have problems.  It 
should be running about 8.5-9.

In any case, to John's point, my machine came from the factory with steam 
pressure set to about 1.45 bar, and it is great (I'm in the US, 120V).  I would 
disagree that 1 bar is enough--when my machine is running that low, it is 
noticeably slower than when I turn on the knob, let pressure drop a bit so the 
element kicks on, then off again.  I then start steaming when the pressure is 
almost back up to 1.45 but before the element goes off (all of this process per 
Kitt or Ira, I forget which, but it works great).

One other thing, if it hasn't been mentioned already/in a while.  I am always 
shocked at how much steam power is robbed by the tip gradually getting clogged 
with milk.  It is a very slow and insidious process, and one day I find myself 
saying, "Man, I need a new steam element".  At which point I poke the Pallo 
tool through the tip's holes and remember how much steam I used to have.  I 
blast steam through my tip after every use, but it doesn't matter--just like in 
your steam pitcher, it slowly builds up anyway.
