Hey Phil,
I wonder if your boiler/piping has scaled in to the point that water can't 
pass?  In my case, I never use the hot water wand, and water will no longer 
flow through there--since the wand is wide open, I am guessing I'm scaled in at 
the bottom where the tubing comes off the steam boiler.  I realize this is the 
other boiler than what you're describing, but perhaps it's the same basic 
problem?  I'm thinking perhaps you take the boiler/tubing apart and see.

As I re-read your email, you say the pressure builds to 9.5 bar, so that tells 
me any blockage has to be post-pump.  So I'd start there--get the piping/tubing 
off and blow through it, etc. to see if it can pass water.  Other thought would 
be to have a look at the group head screen, and maybe try to flow water with 
the screen off--it could be clogged over time also with residue.
