At first pass, I’d guess that your brew boiler element has failed, and the cold weather has nothing to do with it. Since the brew water passes through a heat exchanger in the steam boiler to preheat it a bit, running lots through the group would in fact slowly heat up the brew boiler.
Also, the hot water wand draws from the steam boiler, so it makes sense that it would be hot even when the brew boiler is cold. I’d also guess at maybe the PID going bad, but I believe that would affect both boilers, not just one. If you’re able, measure resistance across the two terminals on the bottom of the brew boiler (with machine unplugged and cold, and wires detached from the terminals). If memory serves, 13-17 ohms is normal, and if you get a high reading then you have a crack and need to replace the element.
