It’s fairly common for the vacuum relief valve on the steam boiler to fail,
or get stuck open, especially on older machines. It’s a very cheap part,
and easy to replace.

Take the cover off the machine, turn it on and be careful not to touch any
wires. When it gets hot and starts to vent steam which valve is it coming
from? A small short valve, or a tall one usually with a little rod sticking
out the top?

The tall valve is the pressure relief, the short one is the vacuum relief.
Both are readily available and easy to replace.

Best of luck!
