because a bridge is not supposed to know about things like "IP" or protocols 
above Ethernet level. That's why I cannot make up filters based on IP 
addresses or protocols. Just assume you have one ip network but two classes 
of clients with distinct requirements of bandwidth. Assume they're 
differentiated by location, not by ip addresses. You'll see that your 
question is pointless.

See above. I think you're completely missing my point.

Well, assume I use CBQ, how would I route traffic into a class without a 
filter? Of course, I can use TBF, which is classles, but TBF is far from 
accurate.
