You should be using 2.4.18 or later. Get the kernel source from 
"rawhide" if you prefer RedHat kernels..

and you need to specify the -p argument to patch when patching. Don't 
remember if this patch is of type -p0 or -p1, but it most likely is a 
-p1 patch..  (can quite easily be told from the first few lines in 
the patch file.. see patch program man page on the -p option)
