IMHO, it should be doable to read a chapter and write an extensive summary of it in no more than two weeks. The discussion of the summary can take as long as necessary.

The problem with allowing several weeks for reading and summarising one chapter is that it tends to quickly move to the bottom of the to-do pile; you know, like "oh, it isn't due for another two weeks, I'll start on it next weekend". That will lead to postponing and more postponing, and before you know it the project will have gone the way of the dodo.
