An other viewpoint on non-voting people could be that non-voters
are not satisfied with the democratic system and would therefore
prefer a dictatorship, a monarchy, feudalism, anarchism, or whatever
else which isn't democratic.

Assuimg that, it could mean that a voting participation of less than
50% of all possible voters means that the democracy should be replaced
with, for example, an monarchy (with a suitable king, which shouldn't 
be too hard to find (even though Elvis now lives on a foreign planet
(some even say that he might be really dead!))).
