Would they care if they knew? Or would they continue to ... use their
weapon. To me, at least, the answer is clear. The Minds that control
the Culture civilization do *everything* on a grand scale--treason
and treachery included.
Not that I disagree with anything you said, of course. A universe
ruled by the Culture Minds is much better than a universe ruled by
people with, as Patrick Gliddon described his ex-boss, the cataloging
skills of a Styglian Enumerator and the people skills of an Idiran
Warrior-Father...
