You want a national standard for a local issue. Right to council,
isn't that a given already? Procedures for appeal? One state gives ten
avenues for appeal and another only eight, that's a moral outrage? Here's a
411 for criminals: Stop committing crimes!

I want a national standard for some things like taking a human life. This is 
an irrevicoble act. There is good evidence that mistakes have been made.  
There is better evidence that there is racial bias in executions. So there 
should be national standard on procedures that need to be followed if an 
execution is to be performed. It is the responsibility of the state to insure 
that these standards are met since it is the state that will be taking a 
life.
