A Grandfather Clause, or Grandfathering, is the policy of ignoring or
allowing the state of older facilities when newer standards are being
applied elsewhere and otherwise.
As an example, Gov Bush Grandfathered all the older more polluting power
generating plants in Texas, rather than force the utilities to bring them up
