WEll, /yeah/ it is, but it's all because of the odd two-part nature of our legislature - one body represents population, the other represents states. *shrug* This is the beauty of the balance of our federal system. There are three levels of representation. One regional and population bases (House of Rep) one statewide and guarenteed to preserve the power of the states (Senate) and one national for all the people (President). -j- >>
