At relatively short intergalactic distances, gravity is strong enough
to hold things together against the expansion. (Of course, intergalactic
distances are actually pretty freakin' huge, but not in this example. ;-) )
Galaxies that are close enough to each other form into clusters and
superclusters, held together by gravity. The real question is why the
galaxies were close enough to each other to cluster in the first place...
