The last news story I heard on this subject said that thanks to lots of
back-room politicking, a deregulation "compromise" was brokered that
deregulated electricity wholesalers while keeping a strict cap on the
prices that retailers can charge customers.  Apparently it was assumed
that be giving wholesalers a free hand, things would become "more
efficient" and prices would inevitably drop.

Ladies and gentlemen, voodoo economics at work.
