An additional major problem, however, is that distributors are prohibited
from entering into long-term contracts with suppliers. This leaves them
at at the mercy of spot fluctuations in price.

P.S. This neglects, of course, the fact that CA has the lowest number of
power plants per capita in the US - or the very long time it has been since
CA has built a new power plant.
