It actually depends on the time of year.    For example, 70 degrees in
March is "shorts weather" and 70 degrees in September is "jeans weather."

I had a remarkable test of this hypothesis while on Geology Field Camp, and
safety precauctions required us to wear blue jeans, even with 100+
temperatures.    I was surprised at how tolerable it could be.

Seriously though, I usually start restricting my activity about 90 degrees
- which I understand is your average low temperature during
"air-conditioning season" out in Texas......
