Well, yes.   I was speaking in generalizations here.   

In many places the unions are changing.   The brief description of your
contract sounds like one change.   IN some Federal Agencies, the General
Schedule pay rates are being replaced by "pay bands", based on years of
service *and* merit.    

For the most part, however - I consider the actions of the unions to be a
primary reason why nurses, teachers, etc. appear to be underpaid.
