Well, yes, it's much cleaner.  But then you don't get the mental
image (which I had) of a Congress in full session, hundreds of
distinguished heads in attendance...and over all these heads are crawling
an immigrant roofing crew working with great efficiency.  Armed with
pneumatic staplers, they're popping cameras on to the heads of reps and
senators like shingles on the roof of a new home....
