I don't know about stapling -- it's a little messy, and staples can be
pulled.
What I figure you ought to do instead is install 3 or 4 pieces of hardware
in the top of the skull, designed to have bolts screwed into them. (3 in
a triangle, 4 in a rectangle, is what I'm envisioning -- it gets too
complicated beyond 4.) Then you have a base sort of unit that you screw
into those holes with bolts. Due to natural variation between skulls,
there should probably be some sort of padding between the skull and the
base. The camera snaps onto the base. Require politicians and lobbyists
to have their cameras on at all times outside of their domiciles;
exceptions can be made for small parties with family or close friends, but
any event over some minimum number of people (say, 10?) requires camera
coverage. Also, if the individual in question is sleeping elsewhere, they
can remove the camera to get ready for bed, sleep without it, and wait
until showering in the morning to put it back on.
As camera technology advances, the required base may change some, but
that's why you don't just permanently attach the base to the skull.
Also, the base should probably be removed for cleaning (both of the base
and the scalp under it) on a regular basis.
Isn't that just much tidier than staples? ;)
