Oh, no - it shouldn't matter, not at all, it's entirely beside the point. 
I'm just curious.

But you can bet that the party in power would deeply care and it would 
greatly affect whether or not such a thing would come to pass. For example, 
if surveys were to show that potential voters in the 14-18 range (correlated 
with the other appropriate numbers) would swing a slight Republican majority 
to a Democratic majority, the Republicans would fight tooth and nail against 
it. (Not to pick on the Republicans; they just happen to be the current 
slight majority.)
