It *is* a logical consequence of having a market economy. In a market 
economy, there has to be money demand for something before it is 
produced--and you have to have income before you can demand stuff.

Africa: very little income, hence very little demand, hence 
pharmaceutical companies have a strong incentive to work on things 
for which there is a large demand--like better forms of viagra.
