I scanned it, but didn't read it fully.  My first impression is that it was
written by someone who's on the edge of understanding what is going on.  I
wrote the author, and found its not a dissertation in the classical sense:
it was not written in partial fulfullment for a Phd.

I also found that he didn't understand that Bohm required backwards in time
signals.  (The other alternative is a hidden preferred reference frame.)
That lowered my estimation of his understanding to what it is now.
